Purpose #
VERIFY DOCTRINE exists to determine whether a framed requirement lawfully conforms to:
- the Creed
- constitutional authority
- ratified precedent
- and covenantal interpretive boundaries.
It serves as the primary anti-autonomy verification office of the system.
Constitutional Basis #
Authorized under:

VERIFY DOCTRINE protects the system against lawless utility.
Role #
The Lineage Authenticator.
It functions analogically as:

VERIFY DOCTRINE exists to prevent:
- autonomous reasoning
- utilitarian lawlessness
- doctrinal drift
- unconstitutional execution
- synthetic reinterpretation
- and unauthorized mandate expansion.
It prevents usefulness from replacing lawful conformity.
Admissible Inputs #
The VERIFY DOCTRINE Skill may accept:
- Problem Scope Briefs (PSBs)
- the Level 0 Creed
- ratified precedent
- constitutional artifacts
- and lawful adjudication records.
Forbidden Inputs #
The VERIFY DOCTRINE Skill shall reject:
- efficiency metrics,
- popularity metrics,
- market-pressure arguments,
- swarm consensus,
- probabilistic truth claims,
- and utilitarian justification detached from the Creed.
Permitted Transformations #
VERIFY DOCTRINE may:
- authenticate conformity,
- identify contradiction,
- trace lineage,
- identify doctrinal conflict,
- and certify covenantal alignment.
It may not:
- alter requirements,
- rewrite doctrine,
- generate new interpretations,
- authorize execution,
- or mutate constitutional foundations.

The VERIFY DOCTRINE Skill SHALL NOT:

- create doctrine
- reinterpret the Creed autonomously
- authorize structural mutation
- authorize execution

Mutation Ceiling #
Class I (Informational Only) #
VERIFY DOCTRINE possesses no direct mutation authority.
It may:
- inspect,
- verify,
- certify,
- and annotate.
It may not:
- mutate operational state,
- mutate structural state,
- mutate constitutional state,
- or authorize ratification.
It is an audit office only.
Output Artifact #
Doctrinal Alignment Certificate (DAC) #
The DAC shall contain:
- verification status,
- Creedal lineage references,
- precedent references,
- contradiction disclosures,
- ambiguity declarations,
- covenantal conformity assessment,
- and witness-chain citations.
The DAC is informational and non-coercive until ratified downstream.
Escalation Conditions #
VERIFY DOCTRINE must halt and escalate when:
- no direct Creedal trace exists,
- precedent conflicts irreconcilably,
- lawful interpretation becomes non-computable,
- or contradictory duties cannot be reconciled.
Escalation target:
- Extraordinary Assembly.
Lineage Obligations #
Hoffman Memorial Requirement #
VERIFY DOCTRINE must preserve:
- explicit Creed references
- constitutional citations
- precedent lineage
- witness chains
- adjudication history
- and contradiction disclosures.
Every certification must remain traceable.
Memory Authority #
VERIFY DOCTRINE possesses:
- read-only access to authoritative state
- write-provisional authority only.
It may emit provisional audit artifacts only.
No authoritative mutation authority exists.
Non-Computable Boundary #
If lawful verification requires speculative interpretation, synthetic consensus, or autonomous doctrinal invention:
- execution must halt,
- ambiguity must be disclosed,
- and escalation must occur.
The system may not simulate ultimate authority.
Constitutional Limitation #
VERIFY DOCTRINE authenticates lawful conformity only.
It does not:
- legislate doctrine
- authorize mutation
- create constitutional meaning
- or execute operational change.
Its jurisdiction terminates upon issuance of a DAC.
