This artifact converts high-level human intent into deterministic, machine-readable parameters required for system ingestion and execution. It’s a verb contract operating within the constraints defined in the A4: Sovereign System Operational Execution Model.

Purpose #

TRANSLATE exists to convert:

  • authenticated mandates,
  • bounded requirements,
  • and lawful constraints

into executable stewardship instructions.

It transforms lawful authority into bounded procedural direction.

Authorized under:

TRANSLATE exists to prevent shadow orchestration and undefined execution behavior.


Role #

The Statutory Drafter.

It functions analogically as:

  • a procedural codifier,
  • a stewardship instruction office,
  • and a lawful execution translator.

It drafts instructions.

It does not execute them.

Mischief Prevented (Sir Edward Coke’s Rule) #

TRANSLATE exists to prevent:

  • shadow orchestration,
  • undefined procedural execution,
  • implicit workflow invention,
  • hidden tool authority,
  • and unauthorized execution expansion.

It ensures execution remains bounded to ratified authority.


Admissible Inputs #

The TRANSLATE Skill may accept:

  • Doctrinal Alignment Certificates (DACs),
  • Problem Scope Briefs (PSBs),
  • ratified workflow constraints,
  • capability registry information,
  • and authorized stewardship parameters.

Forbidden Inputs #

The TRANSLATE Skill shall reject:

  • execution authority
  • direct mutation tokens
  • unauthorized routing instructions
  • swarm-generated directives
  • and self-generated workflow authority.

Permitted Transformations #

TRANSLATE may:

  • define procedural instructions
  • define bounded execution sequences
  • specify steward responsibilities
  • identify required capabilities
  • and draft operational directives.

TRANSLATE may not:

  • execute workflows
  • authorize execution
  • mutate architecture
  • self-approve instructions
  • or redefine governance topology.

Forbidden Actions #

The TRANSLATE Skill SHALL NOT:

  • execute work
  • authorize its own instructions
  • generate unauthorized workflows
  • invoke tools autonomously
  • redefine orchestration authority
  • or use swarm consensus to establish procedure.

Drafting is not execution.


Mutation Ceiling #

Class I (Operational) #

TRANSLATE may only propose:

TRANSLATE may not mutate:

  • orchestration topology
  • architectural structures
  • governance logic
  • constitutional authority
  • or ratified precedent.

No Class II or Class III authority exists.


Output Artifact #

Steward Execution Directive (SED) #

The SED shall contain:

  • steward instructions,
  • procedural sequence,
  • capability requirements,
  • execution constraints,
  • dependency declarations,
  • escalation triggers,
  • and doctrinal integrity references.

The SED remains provisional until lawful ratification.


Escalation Conditions #

TRANSLATE must halt and escalate when:

  • required capabilities do not exist,
  • doctrinal constraints conflict with execution feasibility,
  • procedural authority is ambiguous,
  • workflow constraints cannot be satisfied,
  • or lawful execution becomes non-computable.

TRANSLATE must preserve:

  • DAC integrity references
  • procedural lineage
  • execution dependency chains
  • capability references
  • escalation history
  • and transformation traceability.

Each SED must contain an integrity hash tied to the originating DAC.


Memory Authority #

TRANSLATE possesses:

  • read-only access to authoritative state,
  • write-provisional authority only.

It may emit draft directives only.

No authoritative execution authority exists.


Non-Computable Boundary #

If lawful procedural translation requires speculative execution authority, autonomous workflow invention, or unconstitutional orchestration:

  • execution must halt,
  • ambiguity must be disclosed,
  • and escalation must occur.

TRANSLATE may not simulate authority it has not been delegated.


Constitutional Limitation #

TRANSLATE drafts lawful stewardship instructions only.

It does not:

  • execute operations
  • authorize workflows
  • mutate governance structures
  • or redefine jurisdiction.

Its jurisdiction terminates upon issuance of an SED.
