The CAP functions as the “Governance Observer.” It systematically reviews the logs generated by the Constitutional Accountability Ledger (CAL) (A10) to detect “Governance Drift” — the gradual mutation of system identity beyond governed continuity. It provides the evidentiary basis for the Constitutional Sanctioning Logic (CSL) (A11) to act.

This inversion instantiates the jurisprudential principle of Covenant Renewal.
